The purpose of the numerous national standardization organizations set up around the turn of the 20th Century "was to create sets of rules for the design of industrial products so that firms could produce goods that were comparable in their key aspects."  
Provides three perspectives: "First, the standardization of organizations relates to how standards are adopted, diffused, implemented, avoided and altered in the course of their implementation. Second, standardization by organizations concerns the fact that most standards are the product of formal organizations. Last but not least, standardization can be viewed as a form of organization. In the latter context, standards provide organization outside of formal organizations and hence can be perceived as an important governance mechanism underlying many aspects of contemporary society."  
Provide a definition of a standard based on three defining characteristics: "A standard can be defined as a rule for common and voluntary use, decided by one or several people or organizations."  
"experts are seen as rationalizing agents who lend legitimacy and authority to the content of a standard"

and

They appear all to be published under your technical committee (ISO/TC 43/SC 1) but I cannot find a list of the experts comprising that committee.

However, I can share with you that experts from Germany (DIN), UK (BSI), France (AFNOR), USA (ANSI), Portugal (IPQ), Japan (JISC), South Korea (KATS), Belgium (NBN), Ireland (NSAI), New Zealand (NZSO), China (SAC), Canada (SCC), Norway (SN), Turkey (TSE), Spain (UNE) worked together to develop the standard.
